Capitol Recycling and Disposal provides the City and Borough of Juneau with recycling and disposal services that are safe, convenient and protective of the environment.

The recycling drop-off area (RecycleWorks) is an important part of the community's waste reduction infrastructure and is provided by the City and Borough of Juneau. Recyclables delivered to RecycleWorks are processed at the WM JMK Fibers Recycling Facility, WM's state-of-the art recycling center in Tacoma, Washington. JMK is a regional materials recovery facility (MRF) that processes, bales and then sends recyclables to end markets so they can made into new products.

For material that cannot be recycled, the landfill is engineered with environmental protection systems that meet or exceed rigorous government regulations and are subject to highly regulated monitoring and reporting requirements. Systems include leachate collection and removal as well as landfill gas collection and control. The facility accepts primarily municipal solid waste (household waste), construction and demolition debris, industrial waste, and special waste. Capitol Recycling and Disposal does not accept hazardous waste.

- All loads must be secured prior to entering the landfill.
- Lumber must be cut to lengths of six feet of less.

Construction and Demolition Debris


Effective June 1, WM's Capitol Recycling and Disposal will fully enforce updated procedures for screening and accepting construction and demolition materials. These updates will impact contractors and homeowners, and are a requirement of our permit through regulations administered by the Alaska Department of Environmental Conservation (ADEC) and the Environmental Protection Agency (EPA).

The requirements prohibit disposal of hazardous wastes at the WM landfill in Juneau and other Subtitle D landfills, which are not permitted to accept hazardous waste. The procedures are designed specifically to prevent disposal of asbestos-containing materials and other hazardous wastes found in construction and demolition debris. As a Subtitle D landfill, Capitol Recycling and Disposal is not allowed to accept hazardous waste.

The requirements differ depending on whether the waste is generated from a commercial structure or from a residential structure.

State of Alaska regulations will require information including a building survey from a licensed professional for structures built prior to December 31, 1983.

Construction and demolition of a commercial structure:
  • For each property, including residential properties with four or more dwellings, a customer is required to submit a waste profile on the WM Solutions website (insert link here) and a building survey or analysis.

  • Note, waste profiles must be completed electronically and must include analysis for lead, PCBs and asbestos-containing materials.

  • Following the approval of waste profiles, customers may deliver the specified material to the landfill.

Profiled Waste


Approved waste profiles are required for profiled waste disposal. Profiled waste is any waste that is not considered municipal solid waste (household garbage) and may require special handling. Profiled waste can include industrial process waste, contaminated commercial wastes, creosote coated wastes, toxic wastes, or wastes that are difficult to handle at the landfill.
